Mao Hits Back at Speaker Among in Escalating Political Row

A fresh political confrontation has emerged between Justice Minister Norbert Mao and Speaker of Parliament Anita Annet Among, following remarks made during the ongoing internal contestation around the Speakership within Uganda’s ruling circles.Speaking publicly, Mao expressed shock and disappointment at what he described as “undignified” comments attributed to the Speaker, accusing her of lowering the tone of political discourse. “I was actually shocked to see the holder of such a dignified office going to the gutters,” Mao said, in a strongly worded response.The disagreement appears rooted in assertions that Mao, leader of the Democratic Party and a non-member of the National Resistance Movement (NRM), is overstepping by expressing interest in the Speakership—a position traditionally influenced by the ruling party’s majority in Parliament. Responding directly to this, Mao rejected claims that he is an “intruder,” emphasizing that his presence in government is grounded in a formal cooperation agreement with the NRM.“I’m not an intruder,” Mao stated. “True, I don’t belong to the NRM, but we have a written cooperation agreement.” He further pointed out that his role as Minister of Justice and Constitutional Affairs places him legitimately within the structures of government, having been appointed by President Yoweri Kaguta Museveni.Mao argued that aspiring for the Speakership should not be framed as trespassing, noting that the position is governed by constitutional qualifications and ultimately determined by the support of Members of Parliament. “My only case is that I should be on the shortlist and vetted like any other aspirant,” he said.In a cultural and philosophical appeal, Mao criticized what he termed as a lack of respect, invoking traditional values around hospitality and leadership. He likened his position to that of a guest invited into a home, suggesting that any insult directed at him is, by extension, an insult to the host—President Museveni, who also serves as NRM National Chairman.“In our society, guests are highly respected. Anybody who insults a guest insults the host,” Mao argued, reinforcing his stance that his involvement in government affairs is both legitimate and sanctioned.Despite the sharp tone, Mao attempted to strike a conciliatory note, cautioning against divisive politics. He acknowledged that the Speakership contest is time-bound and stressed the importance of unity afterward. “After the contest, we need each other to build our country,” he said.The minister also raised concerns about adherence to internal rules, noting that campaigning is restricted and that aspirants are expected to focus on presenting their qualifications rather than engaging in personal attacks.The exchange highlights growing tensions within Uganda’s political landscape, particularly around alliances, power-sharing arrangements, and the boundaries of political participation. As the debate unfolds, observers say the tone and direction of such engagements could have lasting implications for cooperation between political actors.For now, Mao has called for restraint and civility, urging leaders to “keep this thing clean” as the country navigates yet another politically sensitive moment.
