Over 250,000 kg of assorted seeds allocated under Operation Wealth Creation — farmers urged to meet enrolment guidelines.
Agago District, Uganda — The Office of the Chairman, Agago District, has officially announced the commencement of the Operation Wealth Creation (OWC) Seed Distribution programme for the 2026B planting season. Under this initiative, the district is set to receive a substantial allocation of assorted agricultural seeds from the Office of the President, aimed at boosting agricultural production and food security across the region.
In a circular dated 27 July 2026, District Chairperson Otto Wilson informed all LCIII and LCI Chairpersons, as well as the wider Agago community, that the district will receive a total of 254,500 kg of seeds across seven crop varieties.

BENEFICIARY ENROLMENT GUIDELINES
The district noted that the available quantities are insufficient to cover all households. To ensure fair, transparent, and effective distribution under the Integrated Agribusiness Market Model (IAAM), all beneficiary farmers, cooperatives, and farmer groups must satisfy the following prerequisites before enrolment:
1. Seeds must be planted within Agago District — no off-district cultivation is permitted.
2. Only farmers with fully prepared fields ready for planting shall be enrolled.
3. GPS coordinates of each beneficiary’s field must be captured, recorded, and submitted before distribution.
4. Household number, National ID (NIN), and telephone contact of every beneficiary under the Parish Development Model (PDM) must be accurately captured in the beneficiary register.
5. Seeds are strictly not for sale — any resale is prohibited.
6. Cooperatives and farmer groups must present a valid registration certificate from the relevant authority before they are enrolled.
7. All beneficiaries shall receive routine supervision, monitoring, and technical guidance from assigned Agricultural Extension Officers throughout the growing season.
8. Mandatory sensitisation and training sessions on programme requirements and good agronomic practices must be attended before receiving inputs.
9. Special consideration should be given to women, youth, persons with disabilities, and other vulnerable groups during enrolment and distribution.
MONITORING AND OVERSIGHT
All Area Members of Parliament of Agago District will be present in the monitoring and follow-up of the exercise, as guided by OWC. Local leaders are requested to work closely with Sub-county Agricultural Extension workers, parish chiefs, and other stakeholders to ensure the process is conducted transparently and fairly.
PRODUCTION FOR MARKETS INITIATIVE
In a related development, the Office of the President, through OWC, has formally notified all participating District Local Governments of the commencement of the Production for Markets Initiative under the OWC–Equator Seeds Limited (ESL) Management Contract for the 2026B season.
This government-enabled, private sector-led, and community-owned (PPCP) model is designed to reposition Northern Uganda as a competitive agricultural production corridor. The initiative aims to enhance productivity through:
· Coordinated production
· Activation of Agro-Processing Facilities (APFs)
· Cooperative mobilisation and strengthening
· Farmer profiling
· Aggregation
· Establishment of structured and sustainable market linkages
Implementation will begin in Season 2026B, with an initial rollout in districts that demonstrate readiness and commitment. District Production Departments, Lower Local Governments, cooperatives, and Agro-Processing Facilities are being mobilised to undertake farmer profiling, input distribution, aggregation, value addition, and market linkage activities in accordance with the implementation framework.
