Amuru District Council Passes UGX 34 Billion Budget for FY 2026/2027, Prioritizing Infrastructure and Service Delivery

AMURU – The Amuru District Council has officially endorsed a UGX 34.07 billion budget for the Financial Year 2026/2027, marking a substantial fiscal expansion aimed at accelerating socio-economic transformation and improving the quality of life for residents. The approval, which took place during the 24th Ordinary Council Meeting of the 11th Council on Monday, April 20, 2026, reflects a concerted effort by both political and technical leadership to align local priorities with national development frameworks.The newly sanctioned budget of UGX 34,070,896,000 represents a notable increase of approximately UGX 5.3 billion compared to the outgoing FY 2025/2026 budget, which stood at UGX 28.7 billion. District authorities have attributed this financial growth to enhanced fiscal discipline, improved resource planning, and a strategic re-evaluation of the district’s most pressing development needs.The budget formulation process was conducted in strict adherence to the Local Government Act and established financial regulations. Prior to the full council vote, the proposals underwent rigorous examination by the respective District Council Standing Committees. These sectoral committees scrutinized departmental work plans and financial requests to ensure compliance and alignment with the district’s long-term development agenda.Focus on Critical Sectors and Local Revenue GrowthThe approved financial blueprint places a strong emphasis on key pillars of community development. Core sectors receiving priority allocations include Education, Health, Works and Road Infrastructure, Water and Environment, Production and Marketing, Natural Resources, and Trade. Additionally, provisions have been made for Administration, Planning, and Statutory Oversight functions to strengthen governance structures and accountability mechanisms.A notable feature of the new budget is the upward revision of Local Revenue projections. The district anticipates collecting UGX 696,868,000 in the upcoming fiscal year, a significant rise from the UGX 604,868,000 recorded in the previous year’s estimates. To safeguard these funds and curb leakages, the administration confirmed that all local revenue collections will be channeled and managed exclusively through the Integrated Revenue Administration System (IRAS). This digital system is expected to bolster transparency, enhance efficiency, and provide real-time accountability for locally generated resources.Leadership Commends Collaborative EffortOsborn Oceng Geoffrey, the Resident District Commissioner (RDC) for Amuru, conveyed a message of gratitude and optimism following the council’s decision. In an official statement released immediately after the session, RDC Oceng commended the collective diligence exhibited throughout the lengthy budget process.”I would like to extend sincere appreciation to the District Chairperson, District Speaker, Members of Council, Chief Administrative Officer, Clerk to Council, Heads of Departments, and all Technical Staff,” the statement read. “Their collective effort ensured that the approved FY 2026/2027 Budget is realistic, compliant, and responsive to the development priorities of Amuru District.”The RDC further emphasized that the focus for the upcoming fiscal year would pivot squarely to implementation. He underscored the district’s commitment to ensuring that every shilling allocated translates into tangible value for money, improved service delivery, and regular monitoring of project outcomes. This approach is intended to ensure that the increased budgetary ceiling yields visible improvements in road networks, school infrastructure, healthcare access, and agricultural support for the largely rural population of Amuru.The approval of the budget clears the path for the district’s technical departments to commence procurement planning and project execution effective July 1, 2026. With the fiscal framework now in place, residents and stakeholders will be looking to the district leadership to deliver on the promises of improved infrastructure and enhanced social services underpinned by this significant financial commitment.
